How do you file for a divorce from a us citizen from another country?

My friend is from Syria. He lived in the states for awhile and married a US citizen. He found out she was on drugs and she left. He wasn’t able to find her anywhere, so he moved back to Syria. How does he file for a divorce? Does he have to come back here to do it? Thank you.

An attorney in the us he is able to file there but the us he is able to file there good luck.
The law of another country will tell him if he were just in another state in the us he would be able to file there good luck.
